Price index quality gates and suppression rules

A URL is not evidence. Every national, state, and city estimate must clear all applicable gates below; otherwise it is suppressed and rolls up to the nearest qualified geography.

Current outcome: numeric release withheld. The production audit found zero legacy provider price observations, and the separate append-only public-research schema was not installed at audit time. No geography may publish until its gate version passes documented simulation, backtesting, and false-precision review on representative panel conditions.

The exact geography and gate version must pass documented simulation, backtesting, and false-precision review.

Reproducibility

Parser, code, manifest, seed, exclusions, checksum, and content-addressed release resource retained.
